In case of daily wages earners, the minimum daily rates of wages should be worked out by dividing the monthly rates by 26 days and providing wages for 4 weekly holidays. Women employees shall be paid the same rates of wages as men, where the nature of work is same. Wherever the prevailing rates of wages are higher, the higher rates of wages shall be continued to be paid.In case of piece work, the daily total earning of those workers for 8 hours of work shall not be less than daily rates of wages fixed for that category of employees. In computing the above rates a day’s work is deemed to comprise of 8 working hours. If the workers are employed for less than 8 hrs, then less than 4 hours to be paid 4-hour wages, above 4 hours to be paid 8-hour wages.In case any category of workers are not mentioned in this notification, shall be paid based on the type of their work.Workers employed on the day of weekly holiday and on the National and Festival Holidays shall be paid double the normal rate of wages (Gross wages).For work beyond normal working hours, the employees shall be paid two times the normal rates of wages. - Iii) Skilled: A skilled employee is one who is capable of working efficiently of exercising considerable independent judgement and of discharging his duties with responsibility.

(iv) Highly Skilled: A highly skilled worker is one who is capable of working efficiently and supervises efficiently the work of skilled employees. HISTORIC WORKERS STRUGGLE MADE IT POSSIBLE The trade union leaders point to the history of struggles in the past leading to the higher wages paid to the workers.
Speaking to NewsClick, Anathalavattam Anandan, Kerala state president of the Centre of Indian Trade Unions (CITU) pointed to the sustained struggles for better wages. “It is because of the continuous struggles by the working class and the initiatives of the LDF governments which ruled the state, the workers get higher wages,” he said.
The veteran leader also attributes the better wages to the better purchasing capacity of the workers. “This is another reason for the minimum price for a variety of products in the market. Only such a model can support the market, workers and farmers”, Anandan added.
Responding to the allegations on trade unions for creating worker unrest, Anandan said that the trade unions intervene only when the rights of the workers are denied. “The allegations of industries shutting down due to worker unrest is untrue. Only because of the struggles the workers are ensured of their social welfare measures including bonus”.

A recent CAG report on the functioning of the Kalyana Karnataka Regional Development Board points out how the Board has failed in ensuring the region’s development. To begin with, it has failed to create its own indicators for development and depends on secondary data.
As a result, it has failed to bring in specific policy interventions, the report has said, while pointing out several lacunae in usage of funds and implementation of development works. Sindhanur MLA and JD(S) leader Venkatrao Nadagouda pointed out how the government’s idea of regional development is lopsided.
“When they think of Kalyana Karnataka development, they only think of Kalaburagi. As a result, you will find only certain pockets receiving focus for infrastructure development.” Chittapur MLA Priyank Kharge said the creation of the Board itself has been crucial.
“Owing to it, we have been able to identify areas for intervention,” he said. However, the region has been historically backward and it requires time to bring it on a par with the rest of the state, he added. “We need better management of funds. The last three years have been bad and the CAG report provides a testimony to this,” Kharge said.
