PANAJI: The directorate of education ( DoE ) has issued a circular clarifying that the new age criteria to admit students at the entry level (nursery or preschool), as per the National Education Policy ( NEP ) 2020, is not applicable for the 2022-23 academic year,

  • As per the policy, students should have already attained the age of three at the time of admission to preschool and should have completed six years at the time of admission to Class I.
  • The DoE had issued a circular last year stating that a child admitted to nursery or preschool from the academic year 2023-24 must have completed three years of age on or before June 1, 2023.

For Class I, the new rule comes into effect from the academic year 2025-26. “In partial modification circular clause (3) may be read as: “The above provision at No.2 shall not apply to students admitted to first year nursery/preschools in the academic year 2021-22 and 2022-23, under relaxations provided with circular dated March 31, 2022, in partial modification of the earlier circular dated June 22, 2021.

  1. Other contents of the circular remain the same, which may kindly be noted,” the DoE has said in the clarification circular.
  2. All states and UTs across the country have been directed to align their Class I admission age with guidelines of NEP 2020, to age six plus years, to bring about uniformity throughout the country.

“It is enjoined upon the heads of all categories of aided, unaided and government pre-schools and primary schools in the state to adhere to the above laid out provisions for admission to first year of pre-school in the coming academic year 2022-23 and for Class I with prospective effect from the year 2025-26 onwards.

Dinkar Temkar, education director (primary), his notification dated December 20, 2021, stated, “There is flexibility regarding age of admission for pre-primary education, for how many years pre | It is up to the parents to decide which primary school to go to, what age to enter and in which class to enter.

What is the age limit for admission in junior kg in Maharashtra?

While there is no change in the minimum age criteria when compared to the previous year, the circular has introduced a maximum age limit this year. A state school education department circular introducing maximum age criteria for Nursery to Class I admissions for academic year 2022-23 has led to confusion among parents and schools as most institutes have already completed the admission process.

🗞️ Subscribe Now: Get Express Premium to access the best Election reporting and analysis 🗞️ The Director of Education (Primary) Dinkar Temkar, however, maintained that the maximum age criteria is only to be followed for Right To Education (RTE) Act admissions, as it is a technical requirement for the software used for such admissions.

A circular issued on March 3 has stated that a child seeking admission to Nursery should have completed a minimum of three years and maximum of four-and-a-half years of age by the cut-off date of the new academic year – December 31, 2022. For Junior KG, the minimum age is four years and maximum age is five-and-a-half years.

While there is no change in the minimum age criteria when compared to the previous year, the circular has introduced a maximum age limit this year. According to the schools, even if only RTE admissions consider the maximum age criteria, the age gap will be significant in classes. “The admission process is already over and a new age criteria now can only cause confusion.

Initially, when a circular was issued on February 28, the age criteria prescribed was completely new. In the new circular, though the minimum age limit stays the same, a maximum age limit has been prescribed, stating that it is to ensure that schools do not deny admissions for this reason,” said a private school principal.

  1. But the significant gap in the age is absurd as the maximum age limit is more than minimum age limit of the next class,” the principal said, adding that the circular also does not define clearly whether the age criteria is to be implemented for only admissions under the RTE Act or all admissions.
  2. The February 28 had erroneously mentioned the maximum age cap as the minimum age requirement.

This had led to confusion among schools, as it was referring only to RTE admissions. But the March 3 circular rectified the mistake and added a new column of maximum age limit. Temkar, who issued the circular, said, “The maximum age criteria has been included this year, as it is a requirement in the software used for online admission process for RTE admissions.

What is RTE fees in Maharashtra?

The RTE Act requires that private unaided schools reserve one-fourth of their seats for children belonging to marginalised and economically poor sections of society – The government of Maharashtra has increased the fees of children admitted to private unaided schools under the Right To Education (RTE) quota.

  1. This changed fee structure marks a return to the expenses the central and state administrations bore for the studies of such students in pre-Covid times in the state, reported a leading news daily.
  2. The state had brought down the annual fees of RTE quota students to Rs 8,000 after schools closed due to the March 2020 lockdown.

This followed in the academic year 2021-22, as well. Prior to the pandemic hitting, in the academic year 2019-20, the fee was Rs 17,670. The RTE Act requires that private unaided schools reserve one-fourth of their seats for children belonging to marginalised and economically poor sections of society.

The mandate applies from entry-level up to class 8. The government pays the fees of these students. A provision in the RTE Act states that all reimbursements have to be borne by the Centre and state governments in a 60:40 ratio. However, in Maharashtra, as in many other states in India, the reimbursements have been slow to come.

As per reports, ever since the RTE Act was first enforced in the state in 2011-12, the state government has only sent payments in chunks. This has rendered the finances of several schools across Maharashtra messy. “The government owes a refund of around Rs 1,200 crore to the schools from the academic year 2017-18 onwards,” Pravin Avhale, president of the Maharashtra English School Association (MESA), told the publication less than three months ago.

  1. S C Kedia, the honorary secretary of the Unaided Schools’ Forum, said, “there is definitely more than Rs 1,200 crore pending with the government.
  2. They are misleading the public by concealing actual figures.” In February, officials said that there are over one lakh seats under the RTE 25 per cent reservation quota.

They are spread across over 8,600 schools in Maharashtra. The registration for students applying under this quota began on February 20. Private schools had a lukewarm response to it, with a lot less than the expected 9,230 schools registering for the initiative.

What is the age limit for Class 1 in Maharashtra?

NEW DELHI: The Centre on Wednesday has directed all States and Union Territories to fix the minimum age for admission to Class I at six years. For example in States like Delhi, Rajasthan, Odisha, Andhra Pradesh, Telangana and Tamil Nadu the minimum age for admission to Class I is five years.

  • In Uttar Pradesh, Maharashtra and West Bengal the minimum age is already six years.
  • One of the key components of the National Education Policy 2020 is the restructuring of the 10+2 system with that of the 5+3+3+4 system, bringing in early childhood education into formal education.
  • The union ministry of education has asked the States and UTs to align their age to admission in schools with that of the National Education Policy 2020 and provide admission to class I at the age of six years and above.

As per the 5+3+3+4, the first stage (foundational) is for students between the age of three to eight (classes pre-school/ anganwadi upto II). The second stage (preparatory) is for age group eight to 11, which is for classes III to V. Next level (middle school) for ages 11 to 14, which covers classes VI to VIII and last phase (secondary school) is for ages 14 to 18 for classes IX to XII.

At present, for States like Karnataka and Goa it is five years and 10 months. However, the respective State governments have mandated six years to be the minimum age for admission to class I from the academic year 2025. According to a senior MoE official, the 5+3+3+4 envisaged in the policy promotes seamless learning and development of children from pre-school to class 2.

“This can only be done by ensuring accessibility to three years of quality preschool education for all children studying in Anganwadis or government, government-aided, private and NGO-run preschool centres.” In October last year the Government launched the national curriculum framework for education of children aged 3-8 years, the first of the four NCFs.

And on Monday, union education minister, Dharmendra Pradhan, launched the ‘Jaadui Pitara’ – learning material for foundational years containing contains playbooks, activity books, worksheets, toys, handbooks for teachers and trainers, flashcards, story cards, posters, puzzles, puppets, and children magazines.

“It is an innovative, child-centric learning pedagogy that will prepare young children for the life-long journey of learning and fulfill one of the most vital recommendations of new National Education Policy (NEP) 2020,” said Pradhan at the launch. In the Supreme Court in April 2022 during the hearing of an appeal by a group of parents challenging the minimum age of six years for admission to class I in Kendriya Vidyalayas, a bench of justices Sanjay Kishan Kaul and MM Sundresh remarked that “There is a kind of rush to send children to schools.

Parents want to start as soon as their children are two years old. This may not be conducive to their psychological health.”. The MoE officials said the most important factor at the foundational stage is the availability of qualified teachers who are especially trained in the age and developmentally-appropriate curriculum and pedagogy.

The ministry has advised states to initiate the process of designing and running a two-year diploma in preschool education (DPSE) course in their respective jurisdiction. “The course is expected to be designed by the State Council of Educational Research and Training (SCERT) and run or implemented through District Institute of Education and Training (DIETs) under supervision and hold of SCERTs,” the official said.

Pune News: Minimum age to enroll in 1st standard to be fixed at six years PUNE: The State education department authorities are likely to propose to the state government to implement the minimum age criteria of six years for the admission of Class 1. The state education department authorities said, “We are considering six years as the minimum age to get admission into the first standard. However, the student’s age in December will be considered.” Earlier, the Union Government had asked all the states and union territories to fix the minimum age of a student to enroll in Class one to be six years old.

  • While some states already applied the rule, states like Delhi, Andhra Pradesh, Telangana, Tamil Nadu, and Rajasthan allow admission in Class 1 for students under six.
  • Elaborating further, officials said that, to implement these new guidelines, the state government’s education department has to make a proposal and send it for the government’s approval, or the government should approach the education department to give their opinion on these guidelines.

There has been no notification from the government regarding the maximum age limit to admit a student to Class 1.
