What is the age to join LKG in Karnataka?

BENGALURU: Children seeking admission to LKG for the academic year 2023-24 must be four years old by June 1, states a circular issued by the Samagra Shikshana, education department. This is to ensure that these children will be 6 years old by 2025-26, when the new age criteria will be implemented.

  • Under the present system in the state, children were allowed to join Class 1 if they crossed 5 years and 10 months in June.
  • However, in June 2022, the state government announced the new age criteria would change to align with the National Education Policy and Right to Education rules.
  • While the initial decision was to implement it from 2023, following protests from parents and schools, the government decided to roll it out from the academic year 2025-26.

The circular dated April 27, states that children seeking admissions to LKG sho- uld have turned 4 by June 1. “In order to implement the age criteria for grade 1 from 2025-26, it will have to be rolled out in LKG from this year,” confirmed an official with the department of school education and literacy.

  1. Many private schools are not following the rule despite the announcement made last year, added the official.
  2. Many parents do not want to wait for a year to enrol children.
  3. They believe one or two months will not make a difference.
  4. Schools are competing with each other for admissions and are tak- ing in these children without paying heed to government rules.

We have been advising our member-institutions not to do so as the student will have to repeat a year,” said D Shashi Kumar, secretary, As- sociation of Managements of Primary and Secondary Schools of Karnataka. Shashi Kumar said as all admissions are done through the Student Achievement Tracking System (SATS), it is not possible to admit any child unlawfully.

  • They are taking admissions without making entry into SATS.
  • Later when they try to enter the child’s details in SATS there will be problems,” he said.
  • Standalone neighbour- hood preschools too have been taking students from different age groups.
  • The preschools come up with new nomenclature to accommodate childr en.

They will keep age 6 as the benchmark for class 1. Some parents insist on enrolling their wards in these classes even when we impress on them the importance of age-appropriate classrooms,” said Pruthvi Banwasi of Karnataka Council for Preschools.

What is the age limit for 1st standard in Karnataka school?

6 years for class 1 admission from 2024-25 academic year in Karnataka April 21, 2023 12:35 pm | Updated 02:06 pm IST – Bengaluru A file photo of Kendriya Vidyalaya, Malleswaram in Bengaluru. Kendriya Vidyalaya Schools (KVS) implemented the rule from the 2023-24 academic year.

  1. | Photo Credit: Sudhakara Jain Despite a Karnataka Government order offering relaxation for two years, the Department of School Education and Literacy (DSEL) has decided to implement the rule of mandatory completion of six years by June 1 for admission to class 1 from the academic year 2024-25.
  2. Most Central board schools and Kendriya Vidyalaya Schools (KVS) have implemented the rule from the 2023-24 academic year.

The Karnataka Government is following the age criteria of 5+ year for admissions for class 1. However, as part of the National Education Policy (NEP-2020), the Union Education Ministry’s Department of School Education and Literacy has made it mandatory for completion of six years for admission to class 1.

On July 26, 2022, the DSEL had issued an order mandating the same from the academic year 2023-24. It created lot of confusion and anxiety among parents, after which the Karnataka government gave a relaxation for two academic years. An order issued by the DSEL on November 15, 2022, stated that the 6-year age completion rule will be implemented from 2025-26 academic year.

Now, DSEL has decided to implement the order one year earlier. Vishal R., Commissioner, Department of Public Instruction, told The Hindu, “The Minister and the Secretary of the department have already decided to the implement this order with effect from the academic year of 2024-25.

Those children who have already joined LKG in 2022-23 are eligible to enter class I in the academic year of 2024-25, but not nursery students.” In February 2023, the Union Union Education Ministry had once again reiterated and directed all States and Union Territories to make 6 years minimum age for class I admission.

However, KVs, which come under the Union Government, and most of the Central board schools like CBSE and ICSE, set aside the State Government order of the two-year relaxation and made it mandatory from the academic year 2023-24. Suprith, secretary of Oxford Institution, Bengaluru said, “The Union Education Ministry and CBSE have sent the order and made minimum age 6 years mandatory for admission to class I from the academic year of 2023-24.

  1. Therefore, we are following this order and providing admission to students of 6+ years for class I this year.” Aravind, a parent, said, “My son is 5 years 10 months old.
  2. Last year, he was in UKG.
  3. This year, I am trying to admit him to class I in a CBSE school.
  4. But, they refused to admit him because of the age criteria.

There is a lot of confusion in the State and Central government orders. The State Government had given two years relaxation. Central board schools are not following this. Wasting one academic year is a great loss for the future of the children.” Dr. Vishal said, “The State Government had given two years’ relaxation from the age cap.

What is the age limit for education in Karnataka?

NEW DELHI: The Centre on Wednesday has directed all States and Union Territories to fix the minimum age for admission to Class I at six years. For example in States like Delhi, Rajasthan, Odisha, Andhra Pradesh, Telangana and Tamil Nadu the minimum age for admission to Class I is five years.

  1. In Uttar Pradesh, Maharashtra and West Bengal the minimum age is already six years.
  2. One of the key components of the National Education Policy 2020 is the restructuring of the 10+2 system with that of the 5+3+3+4 system, bringing in early childhood education into formal education.
  3. The union ministry of education has asked the States and UTs to align their age to admission in schools with that of the National Education Policy 2020 and provide admission to class I at the age of six years and above.

As per the 5+3+3+4, the first stage (foundational) is for students between the age of three to eight (classes pre-school/ anganwadi upto II). The second stage (preparatory) is for age group eight to 11, which is for classes III to V. Next level (middle school) for ages 11 to 14, which covers classes VI to VIII and last phase (secondary school) is for ages 14 to 18 for classes IX to XII.

At present, for States like Karnataka and Goa it is five years and 10 months. However, the respective State governments have mandated six years to be the minimum age for admission to class I from the academic year 2025. According to a senior MoE official, the 5+3+3+4 envisaged in the policy promotes seamless learning and development of children from pre-school to class 2.

“This can only be done by ensuring accessibility to three years of quality preschool education for all children studying in Anganwadis or government, government-aided, private and NGO-run preschool centres.” In October last year the Government launched the national curriculum framework for education of children aged 3-8 years, the first of the four NCFs.

And on Monday, union education minister, Dharmendra Pradhan, launched the ‘Jaadui Pitara’ – learning material for foundational years containing contains playbooks, activity books, worksheets, toys, handbooks for teachers and trainers, flashcards, story cards, posters, puzzles, puppets, and children magazines.

“It is an innovative, child-centric learning pedagogy that will prepare young children for the life-long journey of learning and fulfill one of the most vital recommendations of new National Education Policy (NEP) 2020,” said Pradhan at the launch. In the Supreme Court in April 2022 during the hearing of an appeal by a group of parents challenging the minimum age of six years for admission to class I in Kendriya Vidyalayas, a bench of justices Sanjay Kishan Kaul and MM Sundresh remarked that “There is a kind of rush to send children to schools.

Parents want to start as soon as their children are two years old. This may not be conducive to their psychological health.”. The MoE officials said the most important factor at the foundational stage is the availability of qualified teachers who are especially trained in the age and developmentally-appropriate curriculum and pedagogy.

The ministry has advised states to initiate the process of designing and running a two-year diploma in preschool education (DPSE) course in their respective jurisdiction. “The course is expected to be designed by the State Council of Educational Research and Training (SCERT) and run or implemented through District Institute of Education and Training (DIETs) under supervision and hold of SCERTs,” the official said.

How can I get free education in Bangalore?

It’s the school admission season. While many parents are busy admitting their wards to top schools in the city, there are parents from underprivileged sections who too would be aspiring to admit their kids to private schools. While the sky high fees in private unaided schools was a deterrent for these parents to not apply at such schools in the past, the Right To Education (RTE) Act introduced five years ago came as a ray of hope for many. The mandate for every private school to allocate 25 per cent seats under the RTE Act for children from weaker sections and disadvantaged groups is a boon for an aspiring society that wants to cut past the problems in public education. If you know a child, may be of your help or driver or of any familiar person around, that has the eligibility to be admitted to a private school, then here is a guide that will help you understand how to go about it. How does RTE Act help educate a child from underprivileged background? The Right of Free and Compulsory Education Act, 2009 grants every child of the age of six to 14 the right to have free and compulsory education in a neighbourhood school till the completion of elementary education. Which are the schools in which the child can seek admission? Parents residing in a particular ward can seek admission to their children in any of the government schools, private aided or unaided RTE quota schools (excluding those with minority educational institutions status) in their ward or in the adjacent wards. In private unaided schools, the RTE quota is limited to 25 per cent of the total strength of a classroom. Who can apply to an unaided private school under RTE Act? A child whose parent’s or guardian’s annual income is less than Rs 3.5 lakh per annum is eligible to apply under the RTE Act. What is the area limit within which the parent can avail the benefit of RTE quota while admitting his/her ward? RTE Act is based on the concept of neighbourhood schooling. In a city like Bengaluru, the municipal ward is considered as a neighbourhood, hence a parent can apply for any number of schools (private aided or unaided) in the ward in which he/she lives. In case of rural area, the neighbourhood area is within one km from the area where the parent/child lives. However, this year, in cities the Department of Public Instructions has decided to extend the neighbourhood concept to adjacent wards too. That is, a parent can apply under RTE to schools of the ward where they reside as well as to the schools in adjacent ward. During the seat allocation, preference is given to children residing in the same ward. Seats will be allocated to children from neighbouring wards, only if there are excess seats. To how many schools can one child apply? A child can apply to any number of schools in the neighbourhood. Seat allocation is based on the seat availability. Till last year a child was allowed to apply for only five schools, but the Department has removed the upper limit this year. What is the age criteria for admitting the child? Last year, the Karnataka government fixed the age for admitting children under RTE quota. Accordingly, a child in the age group of 3 years 10 months to 4 years 10 months is eligible to get admitted to LKG. And the age criteria for getting admission to 1st Std is 5 years 10 months to 6 years 10 months, as on 1st June of the academic year (2017-18). How is the quota split among various categories of students? The Act mandates every unaided school (except those with minority institution tag) to earmark at least 25 per cent of the strength of the entry class for the RTE quota. Of 25 per cent of the seats, 7.5 per cent of seats are reserved for children belonging to Scheduled Caste, 1.5 per cent for children belonging to Scheduled Tribe. The remaining 16 per cent of seats is provided to children to belonging to other categories. If the SC & ST quota remains unfilled, then it will be added to remaining categories of children belonging to disadvantaged group and vice versa. Where is the list of neighbourhood schools under the RTE Act available? The Department of Public Instructions has published the list of neighbourhood schools. Check it here by entering the pincode of your area. What is the process of admission to RTE quota schools? The Department of Primary and Secondary Education calls for online applications from parents to apply under RTE quota in the month of February every year. This year, though the Department had initially declared of opening online application on January 15th, there has been delay in the process due to technical glitches. When will the online application process begin? The online application process has begun on March 1st, 2017. It will last for a month. March 31st is the last date for filing applications. What is the mode of application? What basic info and documents parents should submit? Applications should be filed online through the Department’s website, This year the Department says it has made arrangements in the offices of Block Education Officers, Bangalore One Centres and Atal Janasnehi Kendras for parents to file online application. This apart, parents can also submit online application in cyber cafes. RTE Students and Parents Association too has set up free online application centres. There are 34 online centres operated by the Parents Association in Bengaluru. Apart from filling the basic information online, the applicant should submit income certificate (not applicable to SC/ST candidates) and proof of residence for the purpose of establishing place of residence of parents. Residential proof should be either EPIC card or Aadhaar card or Aadhaar acknowledgement slip. Parents belonging to SC or ST community should submit caste certificate. Parents also need to submit birth certificate of the child, or a record given by anganwadi worker or Auxiliary Midwife or a self attested affidavit, as a proof of child’s age. Is it mandatory for kids availing RTE quota to have Aadhaar number? This year, the State government has made it mandatory for the kids and parents seeking admission to have enrolled under Aadhaar. Parents, while filing online application have to provide Aadhaar details of the child as well as one of the parents. The Department will verify the Aadhaar number and biometric information with UIDAI and get it confirmed. This, according to the Education Department, will help in de-duplication of applications. What next after the online application is filed? Once the deadline for submitting application expires, the Department will scrutinise the applications and SMSes will be sent to parents if there are errors in applications. They shall rectify the errors online or through the jurisdictional Block Education Officer before the prescribed date. Later, the list of eligible candidates will be generated online. On what grounds can an application be rejected? An application can be rejected if the income ceiling of the parent exceeds the limit, or if there are errors in the information provided during application. Can public file objections to the list of eligible students published by the department? Yes. The department provides a time frame for filing objections. If the objection submitted is valid, the Department will make the correction and publish the same on the website. How to file complaints related to RTE admission? This year, the Department had made RTE complaint systyem online. Parents can visit this link and file a complaint. The Department has assured of addressing each of these complaints. What after the list of eligible candidates is out? The next procedure is selecting children through lottery system. This happens only if the number of application exceeds the number of seats available. Lottery will take place online and students who are lucky enough will get through. After the third round of lottery, final list of candidates will be announced and admission to schools will begin in March. How much fee should a parent pay for the child admitted under RTE quota? The parent need not pay any fee or donation to the school however prestigious or expensive the school is. The State government will reimburse a fixed amount of fee in installments to respective schools against submission of admission records. But, if the school asks for extra fee to provide facilities that help integrate RTE children with other children, such as shoes, socks, uniform etc, whether to pay it or not is a call the parents have to take. Is there a helpline to reach out to get information about RTE admission procedure? The Education Department is yet to open the helpline. However, RTE Students and Parents Association has opened a helpline for parents seeking seats under RTE in Karnataka. Call – 7022422495. Note: Citizen Matters will update the guide as and when the Department of Public Instructions launches the online application process for RTE admission. What is the salary of mother teacher in Bangalore?

Mother Teacher salary in Bengaluru/Bangalore ranges between ₹ 1.3 Lakhs to ₹ 5.9 Lakhs with an average annual salary of ₹ 2.0 Lakhs.

What is the salary of LKG teacher in Karnataka?

Average salary for a LKG Teacher in Bengaluru/Bangalore is ₹1.8 Lakhs per year (₹15.0k per month).

What is the minimum salary for private school teachers in Karnataka?

The general rule is that teachers of unaided private schools are to be paid and provided benefits at par with government school teachers. This is substantiated by Rule 3(1)(b) of Karnataka Educational Institutions (Certain terms and conditions of service of employees in Private unaided Primary and Secondary and Pre-University educational institutions) Rules, 2005 (the “Rules”).

  • A circular by the Department of Public Instruction, Karnataka, based on the above rules has said that failure to adhere to this will result in penalty.
  • However, no specification on the type or quantum of penalty has been provided.
  • We have summarised below legal provisions of minimum pay, leave – including maternity and paternity leave, gratuity and other statutory benefits under various laws and rules: I.

Minimum Salary The categories of Primary School teachers and their respective salaries are in the following range:

Primary School Teacher for Class 1 to 5 – Rs.13,600 – 26,000Graduate Primary Teacher for Class 6 to 8 – Rs.14,550 -26700

However, based on the Right to Education (RTE) Act, the Department of Public Instructions (DPI) of Karnataka, in April 2019 has stated that all private schools must pay a minimum monthly salary of ₹25,800/- to primary school teachers, ₹33,450/- to high school teachers, ₹27,650/- and ₹21,400/- to first and second division clerks respectively, and ₹17,000/- for cleaning and maintenance employees,

This dichotomy ostensibly created severe confusion about what must be complied with. Teachers employed in private schools can complain to the District Education Regulatory Authority (DERA) if they have any concerns related to payment of salaries in line with DPI’s instruction. II. Leave (teaching & non-teaching staff in educational institutions) Rule 4 of the Karnataka Educational Institutions Rules, 2005, provides following types of leave: a) Sick Leave.

Maximum of 12 days in each calendar year but not for more than 5 days at a time due to sickness or on any other reasonable reasons. This leave shall be credited to the account of the employee at the beginning of the calendar year, i.e., 1 st January of every year; b) Earned Leave,

Where an employee has not put in a service of 1 year, he may be sanctioned leave in proportion to the period of his service at the rate of 1 day for each completed month of service; and c) For the purpose of (b) above, fraction of leave of half a day or more shall be treated as one full day’s leave and a fraction of less than half a day shall be omitted.

An employee can carry over unavailed leave, subject to a maximum of 30 days. Maternity Leave Female employees shall be entitled to maternity leave (with pay) in accordance with the Maternity Benefits Act, 1961, i.e., 26 weeks of leave. In the education sector, this is a protracted length of time accounting to more than ½ of the school term.

For the school it creates some logistical difficulties such as – recruitment of a new teacher, additional remuneration to the substituting teacher, additional burden on an existing teacher, acclimatisation of the students to the new teacher, especially when the leave is taken in the middle of term in higher classes or finding suitable roles when the old teacher is to reinstated mid-term.

While the practical difficulties of this in the education sector can be understood and appreciated, this is a mandatory benefit that has to be provided by all schools. Paternity Leave The Karnataka Civil Service Rules (which applies to Karnataka State Government teachers) allows a male Government servant paid paternity leave of 15 days from the date of its commencement.

However, this is not available to a male Government servant who has two or more living children. This can serve as a guideline for schools to allow for paternity leave. III. Other Statutory Benefits Gratuity The High Court of Karnataka, has made the payment gratuity to private school teachers compulsory,

It further held that, following the 2009 amendment of Section 13-A of the Payment of Gratuity Act, although the schools may incur a financial burden for paying gratuity to all the teachers retiring/ retired after 3.4.1997, it was not a sufficient reason to set aside the retrospective operation of the amendment.

  • Provident Fund The Supreme Court of India has held that the Employees Provident Funds and Miscellaneous Provisions Act, 1952 is applicable to educational institutions,
  • Bonus The Payment of Bonus Act, 1965 provides for the payment of bonus to persons employed in certain establishments on the basis of profits or on the basis of production or productivity.

Since most schools are registered either as a society under the Societies Registration Act, 1860 or as a public trust of a charitable nature, payment of bonus will not be applicable to private unaided schools. Institutional Autonomy or Teacher Welfare? The Minimum Wages Act 1948 stipulates the minimum wages payable for certain skilled and unskilled workforce.

Teachers are not covered under the Minimum Wages Act. Therefore, it becomes essential to afford teachers some basic standards of social & financial security. On the flip side, many small & budget private schools are unable to pay the minimum salaries as statutorily prescribed, as this is more than the students’ annual tuition fee and requires a hike of almost 200% – 300% of the tuition fees.

This situation has worsened during the pandemic with schools not being able to re-open and collect the fee. Thousands of teachers lost their jobs. There is also a counter view that schools should be given autonomy and that the government should not interfere and impose a minimum pay for teachers of private unaided schools.

Despite challenges faced by private educational institutions, the courts of India have, in most occasions, ruled in favour of the teachers since, for most, this is the primary and sole source of income. With an increase in the cost of living, the teachers have to be protected with the minimum entitlements.

The financial security may also ensure better quality of education, benefitting the students and society at large. Therefore educational institutions must draft employee benefit policies in consultation with legal experts who are aware of the local & state specific laws.

The Karnataka Education Department Services (Department of Public Instructions) (Recruitment) (Amendment) Rules, 2017 Karnataka Education (Second Amendment) Act, 2017 Sarvodaya Education Trust v. Union of India (2017) Welham Girls High School Society, Dehra Dun vs.
